Kolhapur: The municipal corporation's transport body will grant 50% concession to senior citizens with periodic travel passes.

The decision was made after several organisations associated with senior citizens wrote to the Kolhapur Municipal Transport administration to come up with a new policy to address the concerns of those travelling by the KMT-run buses.

According to the final draft of the policy, four kinds of periodic passes will be offered to senior citizens - seven days, 15 days, 30 days and three months.

At present, over 1,000 senior citizens use periodic passes, but they do not get any concession.
KMT transport inspector Raghunath Dhupkar said, "At present, senior citizens get a discount on regular tickets. But, on many occasions, the discount doesn't add up to round figures and senior citizens find it difficult to pay change. From now on, the discount on regular tickets will be cancelled and concessions will be applied on periodic passes. This will also help us get many senior citizens to use public transport."

The KMT has been providing discount on regular tickets for senior citizens, but many times, they are forced to pay the normal amount due to non-availability of change.

They are also unnecessarily harassed by the ticket collectors. The transport body has also decide to provide lifetime cards to all senior citizens.

"At present, senior citizens have to pay Rs 25 to get ID cards renewed every year. But they find it difficult to provide photographs and other documents needed for renewal. That is why we will charge a one-time fee of Rs 100 for the cards which will not have to be renewed every year," said Dhupkar.

As of now, the transport utility allows concession in ticket prices for students, physically-challenged people and freedom fighters and senior citizens. The concession varies from 25% to 100%. Officials believe that the revenue loss due to the concession is not of prime importance, but getting these people to use public transport is the bigger priority.

With government orders having been released for disbursing of free generic medicines under the Uttarakhand government's Free Drugs and Diagnostic scheme, patients in Uttarakhand can hope to get around 601 essential drugs, 77 absorbable and non-absorbable sutures and 73 objects required for surgical procedures in the New Year.

The Department of Health and family Welfare is likely to launch the scheme on January 1 when all listed generic drugs, surgical and sutures will be available free of cost at all government facilities and government medical colleges.

The Central government will bear 80 per cent of the burden, while the Centre 20 per cent of the burden for procurement of generic drugs. For the procurement of drugs, the Uttarakhand government has also framed a separate policy.

For the management of the scheme, a project management unit has been set up at the level of Principal Secretary Health/ Secretary Health. The Government of India undertaking C-DAC DeitY will provide e-medicine software for the procurement of medicines and surgical. The entire procurement process, supply chain management, equipment supply and stock of medicines will be available on the internet and can be checked in real time.

The responsibilities of the PMU will comprise of keeping a check on quality assurance and control procedures for supply of medicines at the warehouses and also expiry date management, monitoring, evaluation and grievance redress.

Along with anaesthetic, analgesic, anti-allergic and antihistamines, drugs used for treating thalassemia, cardio-vascular drugs and female hormonal preparations will also be available.

DEHRADUN: On the occasion of International Day of Older Persons, chief minister Harish Rawat on Thursday announced that the state government would organize state-wide camps to provide free spectacles to senior citizens. 

The CM's announcement came a week after the state government decided to constitute a citizen council to take care of senior citizens. 

Addressing a gathering of elderly persons at the Dehradun Municipal Corporation hall, Rawat said that glasses would be provided to approximately 15,000 senior citizens above 65 years across the state within a week. 

He added, "Ophthalmologists will be deputed in the camps to provide spectacles to senior citizens after conducting their eye tests." 

The CM also asked DMs to ascertain the number of people eligible for the scheme. "Once the exact number of elderly persons to be given glasses is fixed, we will organize district-wise camps in the state," said a senior official in the state health and family welfare department.

MUMBAI: A two-day seminar for senior citizens gets under way near Shivaji Park on Friday. 'Celebrating Age' will host a series of workshops on health and fitness tips, financial security, townships for the elderly and laughter yoga.

An NGO named Vision India is hosting the event on August 21-22 at the Bharat Scouts and Guides campus.

"By 2016, India will have a population of 116 million elderly people over the age of 60. Given that the life span is increasing, people who retire at this age must reinvent their skills to plan life going forward. These workshops will give them meaningful guidance on several issues," said CEO Janaki Raman.

A healthcare service provider will offer free general check-ups, while banking and insurance firms will convene seminars on financial planning. Community townships for senior citizens that are being built outside the city will showcase retirement homes, while Madan Kataria, who founded the concept of laughter yoga, will impress the benefits of this therapy.

Unfortunately, job opportunities for retired persons are not on the agenda since few corporates or placement agencies come forward to enroll. "Retired people have enormous work experience, and mentorship skills that can be utilized in the job market if employment agencies and companies focus attention on this aspect.. They can turn entrepreneurs if banks offer soft loans," said Raman.

Here's what Delhi offers in healthcare for senior citizens

Two weeks ago, Aruna Jogalekar stood up before a group of 55 people and spoke of her 'tryst' with breast cancer. A trained Kathak and Odissi dancer, she talked of how the disease had sapped her of the strength to follow her passion and how, as she recovered, she began dancing again. 

Each time the 68-year-old's voice faltered, her audience would cheer her on with calls of 'You can do it, Aruna'. Many of them had been in her shoes. The meeting was the first of a monthly series organised by the Live 360@60 Club of Mumbai's Nanavati Super Specialty Hospital, launched in July. 

"Cancer is a major cause of death in India. It was good to see silvers getting motivated after listening to the experiences of other cancer survivors," says Dr Sanjay Dudhat, a surgical oncologist at Nanavati who gave an awareness talk at the session. 

In addition to these interactive sessions, which include talks by doctors on preventative care, Nanavati hospital offers discounts on health check-ups, and the services of a 'patient relations officer' whose role is to liaise between the hospital and silvers in case of a medical emergency. The club - which has an annual membership fee of Rs 100 - has already seen 55 seniors sign up. 

In an age of nuclear families and longer life expectancies, NRI kids and financially independent silvers, hospitals across metro cities are rolling out such clubs, including Fortis Healthcare and the Asian Heart Institute in Mumbai and Max Hospitals in Delhi. 

On offer are discounts on health check-ups and room charges, motivational meetings, relationship managers and in-house fitness centres for post-surgery care.
Max Hospital in Delhi, for instance, has a Citizen Plus Programme, rolled out five years ago, that offers up to 20% off on tests and admissions; regular yoga sessions, health talks and bhajan sandhyas. "We started offering these packages about five years ago," says director for sales and marketing Anas Wajid. "Our engagement programmes give seniors the opportunity to socialise and learn lifestyle management while having fun." 

In Mumbai, Fortis Healthcare offers a 15% discount on OPD consultations and investigations - to members of its Neighborhood Club, started last year. This club also holds health talks and the hospital conducts physiotherapy sessions for seniors, and currently has more than 8,000 members. While membership is free, the special physio sessions cost Rs 150 a month. 

And the Asian Heart Institute helps seniors register for the Mumbai marathon, the idea being to encourage them to participate, stay active, and keep their hearts healthy. PR Sundaram, 72, who underwent an aortic valve replacement four years ago, says the Fortis sessions helped him greatly. "The club invites senior citizens from surrounding areas. At the meetings, we can pose any medical query to the doctors. All this is really helpful," he says. 

A report released last December by audit and finance advisory company Deloitte and the Federation of Indian Chambers of Commerce and Industry (FICCI) stated that while total healthcare expenditure is pegged to grow at a compound annual growth rate (CAGR) of 17.6% till 2020, elderly healthcare expenditure is estimated to grow at a CAGR of 21.9% over the same period, implying that expenditure on the elderly will increasingly take up a larger portion of the total healthcare expenditure pie. 

"The situation is paradoxical - on the one hand we are reaping the benefits of a large working-age population, and on the other we are staring at a significant portion of it being above 60 years old by 2050, translating into 300 million elderly people. This calls for a serious focus on elderly care," says Charu Sehgal, senior director at Deloitte India. 

At Apollo Group, flagging happens as soon as an elderly patient arrives. "These patients often have multiple issues. They are prone to falls, may be on multiple medications, so there's need for extra checks," says group medical director Dr Anupam Sibal. 

Elderly people also need to be screened for specific conditions such as memory loss, urological problems and gynaecological problems, for which preventive health check-up packages are on offer. 

Nemchand Jain, 76, is all praise for the way he was treated by the staff at Max, Delhi, when his late wife had to be admitted in June. They lived alone in East Delhi's Patparganj area, their children are settled abroad. "When my wife collapsed, I rushed her to Max Hospital. She had suffered a stroke and could not be saved, but I was pleased with the kind of attention they gave us while she was admitted. We didn't have to wait for tests and there was an escort with me to help me with formalities. If I had to rate my experience, I would give it a 9 on 10," Jain says.
