Alien seniors should get discounts too

MANILA, Philippines–Living in the Philippines should be more fun for
the elderly, regardless of their nationality.
Lawmakers are pushing for the approval of a recently filed bill that
would allow elderly foreigners residing in the country to enjoy the
same senior-citizen perks as their Filipino counterparts.
Under the Philippines' Expanded Senior Citizens Act, resident
Filipinos 60 years old and over get a 20-percent discount and
exemption from the value-added tax for various goods and services,
including the purchase of medicines, doctors' and health care service
fees, medical and dental services, public transportation fares, hotel
services, funeral and burial services, and admission fees to the
theater, cinemas and concerts.
They could also get employment, education and health assistance from
the government. Commercial and government establishments are also
required to provide express lanes for senior citizens.
Cagayan de Oro Rep. Rufus Rodriguez and Abante Mindanao Rep. Maximo
Rodriguez Jr. said the elderly foreigners residing in the Philippines
"[have] been overlooked, even if their contributions have been just as
relevant and considerable."
They noted that these foreigners come to the Philippines to put up
businesses or settle here as retirees or immigrants.
"During their stay, they bring in considerable investments, patronize
local businesses, contribute to the local economy, and in some cases
take a role in nation-building," they said.
By taking up permanent residence in the Philippines, they become as
much a part of the public as Filipino citizens, they added.
Because of this, these foreigners deserve consideration and similar
treatment in their older years, the lawmakers said.
Under their bill, elderly foreigners could avail themselves of the
senior citizen perks in the country by presenting either an ID card
issued by the Office of Senior Citizens Affairs in the place where
they reside; a Philippine Retirement Authority identification card; an
Alien Certificate of Registration I-Card; and other documents that
establish that the resident alien is at least 60 years old and a
Philippine resident.

Free buggies for elderly, pregnant and disabled at key airports
NEW DELHI, MAY 27:
Airports such as Delhi, Mumbai, Chennai and Kolkata will have to provide free automated buggies for elder, pregnant and disabled passengers.
This is part of first ever comprehensive guidelines on 'facilities/courtesies to esteemed travelling public at airports' issued by the Directorate General of Civil Aviation (DGCA). The guidelines lay emphasis on standardised passenger complaint redressal and courteous behaviour of airline and airport staff dealing with passengers. Violation of such guidelines will result in penalty.
The guidelines prescribe "Provision of automated buggies free of charge for all senior citizens, expectant mothers and disabled and needy passengers in the terminal building to facilitate their access to boarding gates located beyond reasonable walking distance at all airports having annual aircraft movements of 50,000 or more." Airport operators will also have to provide small trolleys after security check for carriage of hand baggage up to the boarding gate.
All the airlines and operators have been asked to display the details of their nodal officer and appellate authority at various points inside the airport. These details should have names, contact number and email addresses of the officials concerned. Ground-handling staff of airlines and airport operators should also undergo periodic soft skill training for sensitisation, courtesy, behaviour and procedures for assisting the passengers.
All the airlines and airport operators have been asked to report to the DGCA about passenger complaints and any incident of misdemeanour, discourteous behaviour and harassment, along with the action taken.

Dubai: Senior citizens of Dubai have been granted complimentary public library membership as part of wider privileges for the elderly.
Emiratis aged over 60 can receive free membership and priority services to all eight Dubai Public Library (DPL) branches.
DPL started offering the privileges last month as part of the Thuker (Balance) initiative of the Community and Development Authority (CDA).
CDA and its partners in the initiative aim to acknowledge and reward senior citizens for their contribution to Dubai's development.
DPL is also offering them a free pick-and-drop service for books and priority in borrowing books.
Thuker is held under the patronage of Shaikh Mansour Bin Mohammad Bin Rashid Al Maktoum.
A senior citizen said the initiative has encouraged him to read more on a daily basis. Mohammad Abdullah, 63, said the Thuker card "provides a variety of services and discount on products. I've received a great deal of support from the government entities which are providing a wide range of services at international standards.
"One important value-added privilege I receive is the access to the services of [DPL] in which I now enjoy spending my free time in reading, as I know that daily reading strengthens my memory and stabilises my mood."
He added: "I hope that the list of the service providers registered with this CDA card gets broadened to have more authorities and companies from all over the country."
Established around five decades ago, DPL recently came under the ownership of the Dubai Culture and Arts Authority.
Abdul Rahman Ebrahim, head of DPL, said: "Dubai Public Library is committed to giving back to the community through an array of year-round initiatives that engage and inspire love for the written word.
"Through our participation in CDA's Thuker initiative, we are honouring those individuals who have played a role in defining the city's history."
He added: "Senior citizens account for a fair share of the [library users] ratio... [They] tend to lean more towards books on history, biographies of our visionary leadership and narratives that speak about Dubai and the UAE."
Ebrahim said the initiative will allow them to "skip the line, per se."
He explained that Thuker "derives its name from the Arabic word for balance and serves as a metaphor to reach out to the entire spectrum of community members."
The libraries are located in Al Twar, Al Mankhool, Hor Al Anz, Al Safa, Al Rashidiya, Al Ras, Umm Suqeim and Hatta.

Healthcare plan launched for senior citizens

AURANGABAD: To provide seniors citizen with a better quality of life,
the Mahatma Gandhi Mission (MGM) hospital would be providing health
services to those registered with the helpline launched by the police
commissionerate. The scheme was launched on Friday by commissioner of
police Rajendra Singh. Under the special health plan, 'WE CARE', the
hospital would take care of all health related needs of senior
citizens.
While addressing a gathering of more than 200 senior citizens during
the inauguration of the healthcare scheme at MGM on Friday, Singh
said, "We would appeal more hospitals in the city to come forward to
extend medical services to senior citizens so that they live a better
life."
The MGM hospital deputy dean and chief executive officer, Pravin
Suryawanshi, said, "The healthcare plan has been designed to give
comprehensive clinical care to senior citizens. The plan includes
simple procedure of registration, personal attention and service
covers domiciliary and hospital care, health awareness and guidance
programmes and heavy discounts on various services."
"The helpline was started in February for senior citizens in the city
at the police commissionerate with an aim not just to provide physical
safety but many other aspects too. We had appealed many
super-specialty hospitals in the city to extend services to senior
citizens registered with the police commissionerate," the CP said.
The helpline was launched as part of the Maharashtra Police Raising
Day celebrations earlier in January, with an objective to providing
senior citizens with protection, assistance in medical emergencies and
counselling. About 1,500 senior citizens have registered with the city
police so far.
Singh said, "The helpline is manned by elderly volunteers since they
understand each other's problems better. The police play the role of
catalyst."
"The abused seniors are either unaware of there rights or the
provisions of the Maintenance of the Welfare of Parents and Senior
citizens Act or choose not to seek protection under it since they do
not want to cut off their relationship with their care givers," he
said.
Suryawanshi said, "Well-equipped ambulance facilities, trained doctor,
nurse and para-medical staff would be provided. The hospital would
also arrange for home visit services for lab investigations."
"Doctors' services would be rendered for bed-ridden patients while a
separate cell for elderly people at the OPD and wards would be set up
so that they need not wait in long queues and would get immediate
attention. Moreover, on request medicines would be delivered at their
doorstep and equipment such as wheel-chair, crutches and oxygen
cylinders would be provided on rent," he said.
Hospital dean Ajit Shroff said, "The middle class families in urban
areas are becoming smaller, as a result few provide care and comfort
to the aged." He advised that senior citizens should render voluntary
services for the welfare of the society.
The programme was anchored by Sudhir Moghe of the MGM and attended by
secretary Ankushrao Kadam, chief medical superintendent Aparna Kakkad,
MGM vice-president P M Jadav, senior citizens' association president

Rajasthan Congress and BJMS on Tuesday flayed the Vasundhara Raje
government for withdrawing fare concessions to women and senior
citizens in the roadways buses going out of the state.
RPCC spokesperson Archna Sharma and Kusum Saiwal of Bharatiya Janwadi
Mahila Samiti alleged that the women and senior citizens were deprived
of concessions of 30 per cent of their fair in roadways buses going
out of the state, extended by the previous Congress government last
year.
"It was unfortunate that the concessions were curtailed to these
passengers," the duo said.
Congress flays Raje government for withdrawal of bus fare concessions
Meanwhile, a spokesman of Rajasthan Road Transport Corporation (RTDC)
said the concession of 30 per cent given to women and senior citizens
was stopped since Monday only in the buses going out of Rajasthan

In what can be christened as "Danta Bhagya," going by the State
government's penchant for naming its schemes with the 'bhagya' suffix,
free dentures will be provided to those aged above 60 years, belonging
to the Below Poverty Line (BPL) category.
"We want our elders to look smart when they smile and relish their
food," Minister of State for Health and Family Welfare U T Khader told
a press conference on Saturday. The government has earmarked Rs two
crore for the scheme, the modalities of which will be worked out soon,
the minister said.
Khader said the State government will come out with an "oral health
policy" soon. He pointed out that dental healthcare had not been given
priority in government hospitals and had remained a neglected area.
The policy will help give dental health its deserved attention.
He said 45 private dental colleges will be roped in to provide dental
healthcare at primary health centres.
Khader said nodal officers had been appointed at the district level to
prevent the outbreak of communicable diseases during summer. An action
plan to prevent the spread of communicable diseases in BBMP limits,
will be drawn at a meeting on Monday, the minister said.
