Free med tests for senior citizens, pregnant women

Umesh Isalkar | TNN | Updated: Nov 15, 2017, 00:12 IST

Pune: Senior citizens and pregnant women residing within the civic limits will be able to avail of diagnostic services free of cost at PMC-run hospitals within the next two months.
The benefits of the free-of-cost pathology and radiology services will be granted to all of them, irrespective of their socio-economic background.
"The only condition is that the individual has to be a resident of Pune city and has valid prescription from a medical practitioner, either practising at a public or private hospital or clinic," said Sanjeev Wavare, assistant medical officer of health, PMC.
The health department of the Pune Municipal Corporation (PMC) has outsourced the diagnostic work to a private service provider and the work order will be issued in the next few days.
The project will roll out by the end of January 2018.
PMC officials said the civic body will provide space, water and electricity at the hospitals and the private laboratory will bear expenses of rest of the components, including installation of diagnostic machinery and subsequent operational costs.
Besides senior citizens and pregnant women, the rest of the citizens can enjoy the benefits rates lower than those offered under the Central Government Health Scheme (CGHS).
"We have kept the rates 6% lower than the CGHS expenses. Our aim is to ensure that the maximum number of people can avail of the benefits of the diagnostic services. Prices of such services have over the years gone over the roof in the private sector," Wavare said.
Patients under the PMC's urban poor health scheme can avail of services at charges reduced further by 50%. The remaining 50% will be borne by the municipal corporation, for which a budgetary provision of Rs 2 crore has been proposed for the for 2017-18 financial year.
Health activists, however, said outsourcing of the diagnostic work to the private sector by the civic body was an inefficient way of providing services.
"There is an urgent need for standard treatment guidelines. Otherwise, the patients will be subjected to unnecessary tests to raise the number of cases, make more profits and pocket cuts," veteran health activist Anant Phadke said.
"Besides, it has to be seen how do they run the services on a long-term basis because there have been instances of charges of such services being raised at subsequent stages in the past," he added.
The city has an estimated 14 lakh people (around 40% of the city's population) living in slums. They are the people who are mostly deprived of basic medical facilities and the civic body is mainly responsible to cater to their healthcare.

Provide doorstep banking to those above 70 by Dec 31: RBI

PTI
November 9, 2017 | UPDATED 22:10 IST

Mumbai, Nov 9 (PTI) Senior citizens of more than 70 years of age and the differently-abled can look forward to availing of basic banking services, right from the comfort of their home.
The RBI today asked banks to provide doorstep banking facilities to senior citizens of more than 70 years of age and differently-abled persons by December this year.
Banks have been directed that senior citizens and specially-abled persons, including the visually-impaired, should be provided basic services like pick-up and delivery of cash, chequebooks and demand drafts at their residence.
Issuing a notification in this regard, the RBI said "it has been observed" that there are occasions when banks discourage or turn away senior citizens and differently-abled persons from availing banking facilities in branches.
"... in view of the difficulties faced by senior citizens of more than 70 years of age and differently-abled or infirm persons (having medically certified chronic illness or disability) including those who are visually impaired, banks are advised to make concerted effort to provide basic banking facilities...," the RBI said in a communication to banks, including small finance and payments banks.
These facilities should include pick-up of cash and instruments against receipt, delivery of cash against withdrawal from accounts, delivery of demand drafts, submission of Know Your Customer (KYC) documents and Life Certificates at the premises or residence of such customers.
"Banks are advised to implement these instructions by December 31, 2017, in letter and spirit and give due publicity in their bank branches and websites," it said.
The RBI noted that notwithstanding the need to push digital transactions and use of ATMs, it is imperative to be sensitive to the requirements of senior citizens and the differently-abled.
The notification further said that in addition to the facility of Digital Life Certificate under Jeevan Praman Scheme, pensioners can submit physical Life Certificate form at any branch of the pension-paying bank.
"However, it is observed that often the same is not updated promptly by the receiving branch in the Core Banking Solution (CBS) system of the bank, resulting in avoidable hardship to the pensioners," it noted, asking banks to ensure that when a Life Certificate is submitted in any branch, including a non-home branch, the same should be updated and uploaded promptly in the CBS.
The RBI asked banks to provide a minimum of 25 cheque leaves every year for a savings bank account free of charge. They should not insist on physical presence of any customer, including senior citizens and differently-abled persons, for getting cheque books.
Banks have also been advised that a fully KYC compliant account should automatically be converted into a Senior Citizen Account based on the date of birth available in the banks records.
According to the apex bank, banks should provide senior citizens and differently-abled persons Form 15G/H (related to tax deduction at source) once a year (preferably in April). PTI NKD ARD
