'Privilege' cards for elderly at Quepem
 GOA

-- QUEPEM: Distribution of 'privilege' cards for senior citizens brought smiles on the faces of some elderly persons after 130 of them were handed the cards.

Deputy collector Ajit Panchwadkar, deputy director of social welfare department Santano Fernandes distributed the cards on Wednesday at a function at Quepem municipality.

"These cards will offer some privileges to senior citizens," Fernandes said. The elderly persons will receive a 50% concession for travel on Kadamba buses and also on shuttle services.

Similarly, senior citizens can gain direct access to the Goa Medical College and Hospital for medical treatment without queuing up. If they are artists, they can also avail a scheme for monetary aid from the art and culture department besides reservations and concession in railway tickets.

"Old people feel helpless once they attain a certain age. The department of social welfare has introduced this scheme. Giving cards to senior citizens will give them assistance," Panchwadkar said.

Reap benefits of your seniority | The Asian Age

Reap benefits of your seniority
Nov 10, 2014 - Adhil Shetty

Several organisations extend benefits to senior citizens but the definition of the term varies. It will be helpful to know who is offering what.

Generally, people who are above 60 years old are referred to as senior citizens. However, the definition of the term 'senior citizens' changes from one organisation to another. Sometimes, even people above 55 years old are referred to as senior citizens, while in other cases the term refers to people above 65 years of age. Irrespective of this age definition, senior citizens are eligible to get a host of benefits, depending on the respective organisation's interpretation of the term. The following are some benefits for senior citizens.
Taxation: The basic exemption limit for a senior citizen is Rs 3 lakh for a senior citizen (above 60 years) and Rs 5 lakh for a super senior citizen (above 80 years of age). This is in comparison to a basic exemption limit of Rs 2.5 lakh for people below 60 years. Further, a senior citizen can claim a deduction of Rs 20,000 under Section 80D towards payment of medical premium, as against a normal deduction of Rs15,000. Senior citizens can submit Form 15H and avoid Tax Deducted at Source issues, which means there is lesser trouble of claiming refunds. Under Section 80DDB, senior citizens can claim a deduction of Rs 60,000 instead of Rs 40,000 which is applicable for others. This section is towards expenses incurred for treating specified illnesses. Taxation benefits can result in considerable savings for senior citizens who file income tax returns.
Railway Tickets: Indian Railways allows a discount on train tickets for senior citizens. Accordingly, a male above 60 years can get a discount of 30 per cent on the fare of the train ticket. A woman who is above 60 years of age can get a concession of 50 per cent on the fare of the train ticket. The senior citizen needs to carry the proof of age while travelling. The discount is applicable for all trains including Shatabdi, Rajdhani and Jan Shatabdi trains. Note that in case of tatkal reservations, these concessions do not apply.
Fixed Deposits: Senior citizens who open fixed deposits with banks can get an additional interest rate of anywhere between 0.25 per cent and 0.75 per cent above the normal interest rate applicable for other deposit holders. The extent of benefit varies from bank to bank. Individuals need to be above 60 years of age to claim this benefit.
Loans: If you are a senior citizen and wish to avail loans from banks, you can receive a concession in interest rate in most cases. Bank of India Star Personal Loan scheme for example gives a two per cent concession for senior citizens who wish to avail a personal loan. The personal loan from Punjab National Bank is available for senior citizens without upfront fees or margin requirements.
Air tickets: Air India gives a discount of 50 per cent on basic fare of normal economy class fare for domestic flights for senior citizens above 63 years of age. The age as on the journey date.
Special Schemes: There are certain special schemes meant for senior citizens which can give an attractive return. Senior Citizens Savings Scheme for example is available for individuals above 60 years which can earn an interest of 9.2 per cent per annum. The reverse mortgage scheme is another scheme for senior citizens above 60 years of age, wherein if there is a need for funds, the senior citizen can mortgage his property and earn a regular income on this.
Other Benefits: Some banks offer a concession in service charges for some of its services. For example, State Bank of India offers a 50 per cent concession for several services such as issuance of duplicate statements, cheque books, etc.
The senior citizen community is increasing, with growing life expect-ancy in the country. Several initiatives are being introduced from time to time to ease their finances. However, the level of awareness of these benefits is low. As a result, many senior citizens do not avail these benefits.

As per the talks the managements of four leading private hospitals had with the Senior Citizens Friends Welfare Association, it has been decided to offer 10-15% cut in treatment cost for the senior citizens of the state.

Kerala Institute of Medical Science (KIMS) in Anayara, Sree Uthradom Tirunal hospital in Pattom, Cosmopolitan Hospital in Pottakuzhi and SK Hospital in Pangode are the four hospitals which have signed an agreement with the association. "This will be a big solace for the senior citizens, especially for those who are finding it hard to meet the expenses. The association is now engaged in talks with the private hospital managements in Ernakulam and Kozhikode also. "We had one round of talk with the hospitals there. The initial responses are positive and we hope that we can sign an agreement with them soon," said senior vice president of the association R Rajan.

Apart from this the association also held talks with some self-financing medical college managements to implement the system there too.

The association has also submitted a memorandum to the state government seeking special geriatric wards in all government hospitals in the state. "We have demanded wards for the senior citizens in those hospitals where there is an inpatient facility. 48 elderly pilgrims get free ride to Badrinath - The Times of India

48 elderly pilgrims get free ride to Badrinath

Darshan Kunwar | Sep 25, 2014, 10.39 PM IST

Dehradun: A fortnight after he announced that elderly pilgrims would get a free ride to the Char Dham shrines, chief minister Harish Rawat flagged off two buses with 48 pilgrims bound for Badrinath from the Beejapur guest house.

The free pilgrimage is being organised under the 'Mere Bujurag Mere Teerath' (My elderly, my pilgrimage) scheme of the state tourism department. The programme is also part of the state's attempts to boost religious tourism.

Rawat said his government had decided to send a total of 2,600 devotees aged above 60 years on pilgrimage this yatra season. About 200 pilgrims would be chosen for this from each of the state's 13 districts. The chief minister said that in the next season of the yatra, over 25,000 elderly devotees from different districts in Garhwal and Kumaon divisions would undertake the Char Dham yatra, which begins in May each year.

"This will aid elderly couples who want to undertake the yatra, but cannot, for lack of money," Rawat said.

"We are extremely thankful to the Harish Rawat government for making this free and sacred trip possible for us," said 75-year-old Kunwar Singh Negi from Dehradun, who had set off in the bus on Thursday with his wife.

Govt to Distribute Dentures to BPL Senior Citizens from Nov - The New Indian Express

Govt to Distribute Dentures to BPL Senior Citizens from Nov
By Shyam Sundar Vattam Published: 06th September 2014

BANGALORE: Senior citizens belonging to Below Poverty Line (BPL) families have much reason to cheer with the state government deciding to distribute free dentures to them from this November.

The free denture initiative, adding more ambulances for 108 emergency service and opening generic medical centres are some of the promises made by the government in its budget for 2014-15.

Although no specific amount has been reserved in the budget, the Health Department claims that it has adequate funds to spend on the scheme.

"I have seen elderly people who find it difficult to eat food as they don't have teeth. They just swallow food without chewing. Hence, I came out with the idea of distributing free dentures to the poor. The government is ready to provide good quality dentures to senior citizens," said Health and Family Welfare Minister U T Khader.

He said there are over 40 private colleges and one government dental college in the state. Special camps would be held in villages to identify people in need of dentures and then bring them to the nearest dental college/hospital to take impression of their dentures.

The government would fix a minimum rate at which dentures should be delivered and there would be no cap on beneficiaries.

The minister said the state government would come out with an Oral Health Policy within the next month to give special impetus to the much-neglected dental health. A committee, headed by Dr Ganesh Shenoy, has been constituted to work out the policy. Already, two to three rounds of meetings have been held and the policy would be finalised soon after Dasara, he added.

As many as 69 posts of dentists are vacant in government hospitals. In some hospitals, there are doctors, but no dental chairs and in some places there are denta

l chairs san dentists.

The government is ready to take dentists on contract basis, but doctors are not coming forward to work in government hospitals. Despite shortage, the government is committed to posting dentists to at least district hospitals, added a senior official of the Health Department.

Narayana Health Bangalore launches special scheme for the elderly.

Narayana Health Bangalore launches special scheme for the elderly.
SVS Shastri, 61, a resident of HSR Layout and one of the senior citizens to get the NH Senior Citizen Privilege Card on Thursday, expressed contentment and happiness.

Shastri, a retired British government servant has been living in city with his wife after his retirement.

It's been over two months now, Shastri has been diagnosed with diabetes and coronary heart block. He says: "We cannot rely so much on others for help every time. I am likely to undergo heart surgery very soon at Narayana Hrudayalaya (NH), so this privilege card will be very helpful for me.
Once one contracts diabetes, he/she is likely to get a lot of other associated health problems.
Hence this kind of facility which provides discounts on treatment for senior citizens is extremely beneficial for retired people like us who have a lot of financial constraints."

After years of planning, Narayana Health City on Thursday launched the NH Senior Citizen Privilege Card in association with Dignity Foundation.

Launching the initiative, Dr Devi Shetty, chairman, Narayana Health, said: "For many years now, this facility is operating in Kolkata and it is doing pretty well. Economic, social and demographic changes today are affecting the elderly people. They require regular check-ups and proper monitoring of health and diet. Anticipating the problem and treating them timely will reduce the hospital stay among the elderly section of people."

Sandhya, spokesperson, Dignity Foundation, said, "This association with Narayana Health is a step towards providing quality healthcare to senior citizens of Bangalore. It is our ongoing endeavour to reach out to the ageing population and help them to be better prepared for dealing with their medical needs."

The privilege card will enable senior citizens to avail discounts on treatment, get regular counseling and health check-ups done at Narayana Health City.

The launch of this card will benefit around 3,000 to 4,000 senior citizens in Bangalore this year.
Following the launch, a two-day interactive patient education programme by eminent doctors of Narayana Health was organised. Programme titled 'Frontiers in Medicine' included awareness session on various diseases related to physical, mental and internal medicine for aged people. The session witnessed over 300 senior citizens from various forums.

MP gives discounts to seniors in hospitals

Senior citizens won't feel cost pinch in private hospitals

TNN | Jul 2, 2014, 09.24 AM IST

INDORE: In a decision that will provide big relief to senior citizens, private hospitals in Indore have agreed to provide 10-20% discount to them on treatment. The decision will soon be implemented.

Private hospitals have reached the consensus to provide relief to senior citizen at a meeting called by the health department on Monday. Chief Medical and Health Officer Dr Ashok Dagaria said, "Senior citizens face problem in hospitals due to a variety of reasons. One of the reasons is expensive treatment. We have called a meeting of nursing home association in which private hospitals have agreed to provide 10-20% discount. Notification in this regard will soon be released."

Madhya Pradesh government had implemented Senior Citizens Act in 2009 to provide comfort and cushion to elderly facing torture from their children or are on the verge of penury. However nothing much was done. Of late, the health department has taken an initiative to provide benefits.

The benefits will be reservation of beds in government and government-aided hospitals, separate windows on different counters and free medical treatment in each district hospital of the state. According to district administration, there are at least 40,000 senior citizens in Indore district for whom government has asked to provide medical facilities.

"We are making arrangements in district hospital to open a separate window for senior citizens so that they don't face problem. Free medicine and investigation facility is already available and we will enlarge the ambit of health services," Dr Dagaria said.

Manila - Senior Discounts for alien elders also

Alien seniors should get discounts too

By Leila B. Salaverria
Philippine Daily Inquirer
6:18 am | Monday, June 2nd, 2014

MANILA, Philippines–Living in the Philippines should be more fun for
the elderly, regardless of their nationality.

Lawmakers are pushing for the approval of a recently filed bill that
would allow elderly foreigners residing in the country to enjoy the
same senior-citizen perks as their Filipino counterparts.

Under the Philippines' Expanded Senior Citizens Act, resident
Filipinos 60 years old and over get a 20-percent discount and
exemption from the value-added tax for various goods and services,
including the purchase of medicines, doctors' and health care service
fees, medical and dental services, public transportation fares, hotel
services, funeral and burial services, and admission fees to the
theater, cinemas and concerts.

They could also get employment, education and health assistance from
the government. Commercial and government establishments are also
required to provide express lanes for senior citizens.

Cagayan de Oro Rep. Rufus Rodriguez and Abante Mindanao Rep. Maximo
Rodriguez Jr. said the elderly foreigners residing in the Philippines
"[have] been overlooked, even if their contributions have been just as
relevant and considerable."

They noted that these foreigners come to the Philippines to put up
businesses or settle here as retirees or immigrants.

"During their stay, they bring in considerable investments, patronize
local businesses, contribute to the local economy, and in some cases
take a role in nation-building," they said.

By taking up permanent residence in the Philippines, they become as
much a part of the public as Filipino citizens, they added.

Because of this, these foreigners deserve consideration and similar
treatment in their older years, the lawmakers said.

Under their bill, elderly foreigners could avail themselves of the
senior citizen perks in the country by presenting either an ID card
issued by the Office of Senior Citizens Affairs in the place where
they reside; a Philippine Retirement Authority identification card; an
Alien Certificate of Registration I-Card; and other documents that
establish that the resident alien is at least 60 years old and a
Philippine resident.

Fwd: [sss-global] Free buggies for elderly, pregnant and disabled at key airports

Free buggies for elderly, pregnant and disabled at key airports

NEW DELHI, MAY 27:

Airports such as Delhi, Mumbai, Chennai and Kolkata will have to provide free automated buggies for elder, pregnant and disabled passengers.

This is part of first ever comprehensive guidelines on 'facilities/courtesies to esteemed travelling public at airports' issued by the Directorate General of Civil Aviation (DGCA). The guidelines lay emphasis on standardised passenger complaint redressal and courteous behaviour of airline and airport staff dealing with passengers. Violation of such guidelines will result in penalty.

The guidelines prescribe "Provision of automated buggies free of charge for all senior citizens, expectant mothers and disabled and needy passengers in the terminal building to facilitate their access to boarding gates located beyond reasonable walking distance at all airports having annual aircraft movements of 50,000 or more." Airport operators will also have to provide small trolleys after security check for carriage of hand baggage up to the boarding gate.

All the airlines and operators have been asked to display the details of their nodal officer and appellate authority at various points inside the airport. These details should have names, contact number and email addresses of the officials concerned. Ground-handling staff of airlines and airport operators should also undergo periodic soft skill training for sensitisation, courtesy, behaviour and procedures for assisting the passengers.

All the airlines and airport operators have been asked to report to the DGCA about passenger complaints and any incident of misdemeanour, discourteous behaviour and harassment, along with the action taken.

Dubai Public Library is FREE for Senior Citizens now

Long ago I tried in vain with British Library Group to offer similar free (subsidized) membership for our senior citizens. Could not convince the authorities. ----> PVM
Elderly initiative turns new page with Dubai library services

Free membership and priority access to books for senior citizens as part of wider Thuker programme

By Faisal Masudi, Staff Reporter
May 9, 2014

Dubai: Senior citizens of Dubai have been granted complimentary public library membership as part of wider privileges for the elderly.

Emiratis aged over 60 can receive free membership and priority services to all eight Dubai Public Library (DPL) branches.

DPL started offering the privileges last month as part of the Thuker (Balance) initiative of the Community and Development Authority (CDA).

CDA and its partners in the initiative aim to acknowledge and reward senior citizens for their contribution to Dubai's development.

DPL is also offering them a free pick-and-drop service for books and priority in borrowing books.

Thuker is held under the patronage of Shaikh Mansour Bin Mohammad Bin Rashid Al Maktoum.

A senior citizen said the initiative has encouraged him to read more on a daily basis. Mohammad Abdullah, 63, said the Thuker card "provides a variety of services and discount on products. I've received a great deal of support from the government entities which are providing a wide range of services at international standards.

"One important value-added privilege I receive is the access to the services of [DPL] in which I now enjoy spending my free time in reading, as I know that daily reading strengthens my memory and stabilises my mood."

He added: "I hope that the list of the service providers registered with this CDA card gets broadened to have more authorities and companies from all over the country."

Established around five decades ago, DPL recently came under the ownership of the Dubai Culture and Arts Authority.

Abdul Rahman Ebrahim, head of DPL, said: "Dubai Public Library is committed to giving back to the community through an array of year-round initiatives that engage and inspire love for the written word.

"Through our participation in CDA's Thuker initiative, we are honouring those individuals who have played a role in defining the city's history."

He added: "Senior citizens account for a fair share of the [library users] ratio... [They] tend to lean more towards books on history, biographies of our visionary leadership and narratives that speak about Dubai and the UAE."

Ebrahim said the initiative will allow them to "skip the line, per se."

He explained that Thuker "derives its name from the Arabic word for balance and serves as a metaphor to reach out to the entire spectrum of community members."

The libraries are located in Al Twar, Al Mankhool, Hor Al Anz, Al Safa, Al Rashidiya, Al Ras, Umm Suqeim and Hatta.

Aurangabad Police Helpline and Healthcare for seniors

Healthcare plan launched for senior citizens

TNN | Apr 5, 2014, 12.33 AM IST

AURANGABAD: To provide seniors citizen with a better quality of life,
the Mahatma Gandhi Mission (MGM) hospital would be providing health
services to those registered with the helpline launched by the police
commissionerate. The scheme was launched on Friday by commissioner of
police Rajendra Singh. Under the special health plan, 'WE CARE', the
hospital would take care of all health related needs of senior
citizens.

While addressing a gathering of more than 200 senior citizens during
the inauguration of the healthcare scheme at MGM on Friday, Singh
said, "We would appeal more hospitals in the city to come forward to
extend medical services to senior citizens so that they live a better
life."

The MGM hospital deputy dean and chief executive officer, Pravin
Suryawanshi, said, "The healthcare plan has been designed to give
comprehensive clinical care to senior citizens. The plan includes
simple procedure of registration, personal attention and service
covers domiciliary and hospital care, health awareness and guidance
programmes and heavy discounts on various services."

"The helpline was started in February for senior citizens in the city
at the police commissionerate with an aim not just to provide physical
safety but many other aspects too. We had appealed many
super-specialty hospitals in the city to extend services to senior
citizens registered with the police commissionerate," the CP said.

The helpline was launched as part of the Maharashtra Police Raising
Day celebrations earlier in January, with an objective to providing
senior citizens with protection, assistance in medical emergencies and
counselling. About 1,500 senior citizens have registered with the city
police so far.

Singh said, "The helpline is manned by elderly volunteers since they
understand each other's problems better. The police play the role of
catalyst."

"The abused seniors are either unaware of there rights or the
provisions of the Maintenance of the Welfare of Parents and Senior
citizens Act or choose not to seek protection under it since they do
not want to cut off their relationship with their care givers," he
said.

Suryawanshi said, "Well-equipped ambulance facilities, trained doctor,
nurse and para-medical staff would be provided. The hospital would
also arrange for home visit services for lab investigations."

"Doctors' services would be rendered for bed-ridden patients while a
separate cell for elderly people at the OPD and wards would be set up
so that they need not wait in long queues and would get immediate
attention. Moreover, on request medicines would be delivered at their
doorstep and equipment such as wheel-chair, crutches and oxygen
cylinders would be provided on rent," he said.

Hospital dean Ajit Shroff said, "The middle class families in urban
areas are becoming smaller, as a result few provide care and comfort
to the aged." He advised that senior citizens should render voluntary
services for the welfare of the society.

The programme was anchored by Sudhir Moghe of the MGM and attended by
secretary Ankushrao Kadam, chief medical superintendent Aparna Kakkad,
MGM vice-president P M Jadav, senior citizens' association president
Shrikishan Sharma and Trupti Borulkar

State's new venture: Dentures for elders

Bangalore, March 2, 2014, DHNS:

In what can be christened as "Danta Bhagya," going by the State
government's penchant for naming its schemes with the 'bhagya' suffix,
free dentures will be provided to those aged above 60 years, belonging
to the Below Poverty Line (BPL) category.

"We want our elders to look smart when they smile and relish their
food," Minister of State for Health and Family Welfare U T Khader told
a press conference on Saturday. The government has earmarked Rs two
crore for the scheme, the modalities of which will be worked out soon,
the minister said.

Khader said the State government will come out with an "oral health
policy" soon. He pointed out that dental healthcare had not been given
priority in government hospitals and had remained a neglected area.
The policy will help give dental health its deserved attention.

He said 45 private dental colleges will be roped in to provide dental
healthcare at primary health centres.

Khader said nodal officers had been appointed at the district level to
prevent the outbreak of communicable diseases during summer. An action
plan to prevent the spread of communicable diseases in BBMP limits,
will be drawn at a meeting on Monday, the minister said.
